Hi I wanted to know how to make a photo effects/ photoshop/ or if its an app on an iPhone.
The effected that I wanted to make is similar to this photo.

I believe it's called a "Lomo" effect. But why would you want an effect that makes it look like you have light leaks in your camera?

How can I make this effect? A bit dark frame, kind of..?

I want to have like a black frame around my picture (like 30% of opacity) but I want the middle to be black-free and in an oval shape. I am not sure if you know what I mean.
What I did is took the transparent layer, filled it with 30% of opacity of black paint. Took brush with smooth edges and erased the middle. But it's not neat, perfect or equal. How can I do it? I have Gimp and Photoshop
