I love you
It's so stupid how expensive they are(at Urban Outfitters at least), when really, they're simply toy cameras. Still, I love them none the less, and am wondering what is a reliable store I can buy one from? It doesn't have to be a professional thing, I'm an amateur looking to learn the workings of the actual physical camera (I've been playing around with my lomography iphone apps lol). So, thank you!

There are a lot of options you have here a good place to find cheap holga's is Ebay really but its also pretty hard to find them for less then thirty dollars also www.bhphotovideo.com has them for not to pricey at least not as much as urban outfitters. Another option is to go to a thrift store near you and look at cameras they have i have never had to spend my money on a diana or Holga because I have found awesome film cameras at my local thrift and antique shops that give off photos very similar to those lomo cameras.

I've been looking at lomo cameras & they seem pretty interesting & fun to use. I was just wondering which camera would be best for a beginner photographer? Also, do they make digital cameras or do they only make 35 mm film ones?

Honestly if you want to experiment with the weird effects you get with "Lomo" and Holga cameras, you can get a cheap 35mm camera from any thrift store like Goodwill or Salvation Army for $1-5.
The "lomo" effect is partially from the way the lenses are crafted, but mostly from being just cheap plastic rather than glass in a lot of cases.
Not ALL plastic lenses are terrible. Some of the disposable cameras from Kodak, Fuji, CVS, Walgreens etc are decent..but not good. But "lomo" cameras and the off-brand cameras will not be good.
You'd want to look for the cheapest looking camera... Nikon, Canon, Olympus etc are probably too good for what you want to do. Cameras that have company names on them-that were freebies, or kids cameras (if you won't be embarassed carrying around a Dora the Explorer camera ha ha) will be cheap enough to get some of those Lomo effects you probably want.
At the very least, look for a camera that has a way to select the exposure--you might see a sun and cloud icon. These are really basic apertures, but good to have to give yourself a little bit of room to work in some style to your shots.
Some things you can try to get those lomo effects is to buy fast film. You can find 200 or 400 speed film in 35mm at any CVS/Walgreens type store. 400 speed film is for lower light, so if you get a cheapie camera, and select the sun icon--you'll get overexposed photos (sometimes or a lot of the time) and that will be similar to a lot of what "lomo" and Holga cameras will give you.
No one really makes digital cameras that are "lomo" but if you have a fancy digital camera that can change lenses, there are lenses (LensBaby) that are made to give you weird effects. But this is really expensive in the end, so probably not at all what you want to try out.
Any of the stores I mentioned will have cheap house-brand film, and also let you develop the film and just put it on CD, with no prints. This way you'll have digital copies. Of course you can get prints as well, (its cheaper if you do it all at once) but the cheapest way to do what it sounds like you want to do is just get a CD and developing only.
Also-- if you have an iphone or android phone, you can find apps that will mimic a lot of lomo and old fashioned style photos... and if you just have a point and shoot digital camera, you can find lots of places to do some changes to your photos. bighugelabs.com will let you do lots of things with your photos, also if you have a flickr.com account (free for the basic acct) you can use their online editor to make lots of different effects.
