I just got the iPhone 4 yesterday. I want to make photo albums on my phone, but i can't download iPhoto ANYWHERE without it being like, $15.00
I just gave apple freaking $200.00. I don't want all of the fancy things iPhoto comes with. Just want to make photo albums.
is there any way i can make albums without iPhoto?
Or do you know where i can get it free?

There is no iPhoto app for the iPhone.
Yes, there is a way to put photos, without iPhoto. Just go to the Photos tab, select where iPhoto is & you should see the option to sync Photos from folders. Select the folder(s) you want to sync & it'll sync. Whatever the folder(s) name is, would be the name of the album on the iPhone.

The photo sync feature in iTunes sadly does not include photos on the photo roll, but iCloud does. Sign in to an iCloud account, accessible via the settings app and upload all photos in the photo roll to iCloud. On the iPhone 5 log in to the same iCloud account and the photos will be downloaded onto there. An alternative is the new photo stream in iOS 6, but you'll have to manually upload each an every single photo.
A last resort, if you don't want the pics to be in camera roll on the iPhone 5 is to copy them off of the iPhone 4 to your computer, when you connect to windows the iPhone is shown as a camera, and the sync to photos to the iPhone 5. The photos will be included in the photo library, but not the camera roll.
