Ethan
I want to learn to do two things using iPhone editing apps:
1. How can I remove the subject of a photo eg. a person or a bird and either delete the background or move the removed subject to a white background?
2. How can I make a photo look as though it could have been painted with paint or water colours? (something along these lines http://www.google.com.au/imgres?hl=en&biw=1229&bih=789&gbv=2&tbm=isch&tbnid=VOfv3PUjkY3elM:&imgrefurl=http://www.artisticsoulphotography.com/Nature/Alaska/20376483_qzFvc9/1629130242_Xjw9XTq&docid=LDGt7cm9PJR19M&imgurl=http://www.artisticsoulphotography.com/Nature/Alaska/i-Xjw9XTq/2/M/1-M.jpg&w=600&h=374&ei=AzOGT9etLqnNmQWawMi0Bw&zoom=1&iact=hc&vpx=109&vpy=450&dur=1922&hovh=177&hovw=284&tx=185&ty=95&sig=114284570926225338387&page=1&tbnh=136&tbnw=186&start=0&ndsp=26&ved=1t:429,r:13,s:0,i:95)

You are asking for a lot in such a tiny package.
I love my iPhone and all the photo apps, but both the "camera" and the apps are mere toys.
If you care even the tiniest bit about the quality of your results, you do still need to use a real camera and a real computer with real software.
Apps can do a lovely little fun job when it doesn't really matter, but expecting it to successfully extract a subject is not realistic, especially when that subject has fuzzy edges, such as hair, fur, leaves, etc.
Ditto for the painting...... if it matters for it to look GOOD, you need real tools. If it is just for a bit of fun, start playing around with apps. Most are free or have a free version, so go for it.... have fun finding one you like.
The example you linked to isn't any "paint" effect - it is a very gruesome example of someone terribly overcooking an image with HDR, contrast, saturation, etc.

You have a digital zoom (but no optical zoom), LED flash and 'tap to focus' autofocus as standard.
There are several apps which give you further options however... You can get apps to increase the digital zoom, add photo 'scenes', change the camera mode to sepia, black and white etc... and you can even edit your photos FOR FREE on the Adobe Photoshop app that I can HIGHLY recommend!
If you would like further tips or if you'd like to ask any further questions then feel free to ask at the DrTechKnow forums.(http://www.DrTechKnow.com/forums/ )
Hope this has helped!
