I think you must be referring to Bokeh(sunspots) effect for photos.
There are many free and paid apps on the App Store for this.

It is difficult to tell whihc editor was used and whether it was edited using a mobile apps or on computer.

But you can easily create such mirror effects using iPhone apps. Once mirror effects are done, simply add fine Bokeh effects on it.
