professional photo editing apps for android image

i am so lost with mobile technology these days. i'm an amateur photographer, stay-at-home mom, who likes to dabble with my images, mostly for web, but sometimes for print output. i was using an old hp pavilion dv6000 laptop i've had for like 4 or 5 years. yes, i know, it's time to move on so i'm looking to get updated.. but on a budget. i also have two other home computers.. both desktop pcs. i understand photo professionals use mac.
basically, my laptop finally died and now in the market to get something else portable. but there is just SO much out there so wondered if anyone had ideas/suggestions on what i can get that might not cost me more than $500?? is that too cheap? remember, again, i do this all for fun as i don't have much time to make it a big side thing. mainly pictures of family, etc. i'm intrigued of the ipad, playbook and tablets. but which to use? my 3yr contract is up next month on my very VERY basic cell phone. so something that will allow me to communicate by voice (if possible), email, text and one that will also allow me to work on my high res images? are there such apps that can perform photo-editing like Photoshop CS? but again, i'm an amateur using all pc's, photoshop CS3 with onone software, i have a wide format printer too... so if i bought a portable device that was apple, will that mess up files if i send to my desktop pc's? i dont' want to have to update those if i don't have to. does this makes sense?
please help, i'm feeling quite ancient here and looking for some good, solid, but not easy-to-understand crash answers! thanks!

If you are interested in using Adobe Creative Suite you are out of luck on the iPad or Playbook. Adobe Photoshop requires that you run Windows OS or Mac OS. Photoshop will not run on an iPad, Android Tablet or Playbook. At this moment, Apple doesn't make a tablet that runs OS X so your only choice at right now is to get a "real tablet pc" running Windows 7 if you want to stay with the tablet format. Unfortunately, Tablet PCs (ie HP tm2t, Lenovo X201t, etc.) tend to be on the more expensive side and the netvertible PCs generally don't have the power to run Photoshop or similar programs.
My recommendation would be to either spend more for the a Windows 7 Tablet PC or find a regular laptop in your range and get a graphics tablet like the Wacom Bamboo. A graphics tablet will give you plenty of creative options if used with a graphic tablet enabled program like Photoshop or Paint.
I've transferred photos between my PCs and Macs with no problems. If you use one of the major formats you should be fine. Use JPG or TIF for maximum compatibility between PC, Mac and Linux.
Even though it's convenient at times to use your computer for voice communications, I wouldn't recommend using it to replace your cell phone, it's just not practical to carry around a laptop or tablet and use it as a regular phone. Any computer or tablet that can run a VOIP program and have access to the internet can make a phone call. Some free programs are Skype and Google Voice.
