Well i'm just curious because many k-pop idols use this kind of effect, i've tried to search the app, i've tried cymera, naver camera, pudding camera, picsart, fotorus, camera360 and other apps but i never found this kind of effect TT_TT please help me~ and i think nobody else asks for the same question, most of them asks for 'pudding camera' app, pleasee help mee, many kpop idols use this effecct

To be honest, they probably just use Photowonder.
It seems to be a really popular photo editing app in Korea, or really just among Asian popstars.

As for the instagram edits, I'm not sure.
But your best bet is Photowonder.

Maybe even XiuXiu
