I've been searching and downloading apps and they're all corny and never do what they say they'll do. I'm looking for a mirror effect app that's simple and free. Please any suggestions will be great!

There are tons of great photo apps for the iPhone and iPad.
Photo Editor - Snapseed is a comprehensive photo app that you'll wind up using every day. Photoshop mobile is another editor to consider. And Befunky is great too with the addition of more fun editing features.

What app can I use for white borders on instagram photos?

On Instagram I see a lot of pictures, but some people prefer their pictures as the actual shape, so they cover the rest up with white. Here's an example if you don't know what I'm saying:

I know of a few apps that does this, but I'm looking for one that can make the edges of the photo round or make the photo a circle (with a white border thing). I've found Squaready and Whiteagram, but I'm pretty sure you can't make the photos round with these. For example:

You can try ProCam XL 2 for photo editing. It is an update to its well-known predecessor ProCam XL. This app has lens options like Fisheye , Tilt Shift and Kaleidoscope. It even comes with exposure control options ranging from +2 to -2 units.
