Q. I was wondering how people on Instagram make their background white is there any apps for the iPhone?

I know an app called "Tangent" that edits backgrounds or foreground subjects.
You can mask the foreground or background and replace it with a range of textures & colors available within the app.

Q. Ex: on twitter when theres a screenshot of someone's account they will have a color over thier @name and info so you can't harass then and things. Is there an app for that on iPhone ?
