There is an app its like a camera and its as if its underwater and it makes your face sort of distorted and its bubbley i think its something bubble or bubble something i am not sure!! PLEASE HELP

Or maybe it isn't. This application leaves the watermark on bottom right corner until you buy the "No Watermark" thingy in the app.

well i thhink it depends on your platform and what your doing if your looking to do just some photo effects than gimp or photoshop will work great for you if your trying to do video check out sony vegas pro and blender. vegas pro is a good video editing application and blender from what i heard is really great 3d rendering program. if your looking for live video effects for fun i can tell you of 2 first one is only for linux as far as i know its called cheese but im sure you can find a windows/mac counterpart the second is for idevices like the iphone,ipod,ipad called comic booth thats the best i know hope it helps
