What's a really good photography app for the iPhone 4 ?

I want a really good one, that'll let me do whatever. I mostly want one that can let me put 2 pictures together, like next to each other ?

I see my friends always take pictures with an app called Camwow, but I have an Android so I don't exactly know lol If you want to edit pictures I use PicSay, check to see if they have it for iPhone. It's very good. Also there are tons of collage maker apps. You just need to download some and try them out for yourself and see which works the best :)

I'd like to pick up photography as a hobby. Any suggestions or tips?

I don't have a fancy camera or anything. I have a 7 mp point and shoot cameta and I have a galaxy s4 with a 12 mp camera I believe. So any tips?

I'm assuming that since you've mentioned the cameras you do have, that that's what you want to start your photo hobby with... Rather than investing hundreds of dollars to buy a new camera. There's plenty you can do to experiment & learn the aesthetic principles of photography with the gadgets you have.

I suggest you start with Phoneography and your Galaxy S4. There are all sorts of photog related apps out there you can try with it - I recommend these 4 'camera' apps to start with for image capture purposes - Camera FV-5 (Lite), HDR Camera, Pudding Camera, & Panorama Camera.To process your images, once you've captured them, try the app: Snapseed.

This is a good site for photo taking tips (rather than me typing tons here...), but they are iPhone bigots. They also sell all kinds of photo gadgets if you're into that kind of thing (like mini macro, wide angle and telephoto lenses that will work with your S4). So just ignore all the iPhone only attitude nonsense and find the Android equivalents to what they talk about (such as the apps I've listed above - be careful on the physical gadgets, they likely will not fit an S4 if touted for an iPhone in many but not all cases). http://content.photojojo.com/tips/improve-your-phoneography/

Any of the regular photo composition, exposure and lighting principles should hold in phoneography just as they would using traditional cameras. You can Google each of those topics in Digital Photography School online to learn photo principles.

Good luck! Be experimental. Be creative. You're looking for a hobby, not a source of income. Play around and have fun with what you capture & how you present it to others. Happy shooting.
