okay so ive searched on google,bing, and yahoo how to make a electrifying energy beam on a photo. it gives me photoshop. but i dont know how to put that thing were you make it i think you have to download it. but i dont know were to download it. and i don't really want to download it. is there any other photo editing app that i could make a electrifying energy beam on a photo? that's not Photoshop.

There are tons of editors out there you can create whatever you want in.
Once you figure out which program you'll be using someone will be able to tell you, or help you find a tutorial for your program. You could always add the program name (Gimp for example) to your "electrifying energy beam" search query to narrow down the results
There's no sense in explaining it to you without knowing which program you're going to be using. It would just be a waste of our time and yours. Each program is different. They all do the same basic things, but they have different options, settings, places to find the tools/features you'll need, and all of these things might be called something different in different software titles.
First find an editor you're comfortable using -- Gimp is completely free of charge, but there are other free editors out there -- do a search for "free image editor" and get your hands dirty -- Download some and try them out -- it's the only way to know if you'll like it or not. Don't be intimidated by any of them. There is a learning curve to not only the program itself, but with everything you want to create. The more you use the program the less intimidated (and frustrated) you will become... and believe me there WILL be frustration. But it's worth it.

I love editing my photos to make them look awesome! I used to use Picnik but now they got rid of it and I don't like the creative kit on Google+. So what's a good photo editing program or website that's easy to use?

Your question is way too vague! Are you using Windows, OS X, or Linux???
Assuming Windows, the original designers of PicNik weren't happy with what Google wanted to do with Picnik, and, decided to re-create PicNik under a new name, PicMonkey.
So, give it a try, and let us know what you think of the new App:
