How to edit out white/glowing eyes in picture? Free apps or websites?

I have a perfect photo except for one thing.. white, glowing demon-like eyes. I've tried the red eye function of my adobe express and multiple other programs, but it will not fix it.

Any suggestions for how to to correct this? Any free websites or apps (Android) that you know will edit this successfully and make the eyes look a little less possessed?

I use the Photo Wizard app for a lot of things, not sure if it's available for android but it's really fun and convenient!

Is there a way to get android paid apps without buying them?
