I need some good photo edit apps within the price range of free- $7.00

Specifically, I'm searching for an app that I can blur the background but put writing over the photo. Also one with some cool filters!

What are the best iphone 4s apps?

I'm getting the iphone 4s any day now and i wanted to know what some of the coolest apps are based on one's interests. i'm into photography, anything involving art or literature, i like indie music and thrash/electro, i love to shop, love vintage/boho clothing, love animals, im a smoker, etc....
i just wanna know if theres any particularly cool apps that involve any of that stuff, but if not just post ur fave apps :) thanks, and dont judge me or be a dick cause i'll just ignore you.
