Adobe, makers of the expensive Photoshop, has a free website version in Photoshop Express. If you are a former Picnik user than Picmonkey and Ribbet will be your best choices.

Q. A lot of people on Instagram have their photos come out really cool and I wanna know how to do that and they aren't just using Instagram filters. And like when they crop a photo it's white all around not like black if that makes sense? Anyway name free cool photo filtering editing apps!
