Good free photo editing apps?

Q. What are some good apps for photo editing. Not just adding effects to the photo but maybe silhouettes or cool fonts. I don't have IOS7 so nothing that requires it please

Try any of these apps - Citrify, iPiccy, PicMonkey, Ribbet, Picadilo, Fotor, FotoFlexer or Lunapic are great all round web based and FREE editing tools. Adobe, makers of the expensive Photoshop, has a free website version in Photoshop Express.
