How to sync the iPhone from iCloud without connecting it to a laptop?

I backed up my phone recently to Icloud
And preformed a hard reset on it
When I turned it back on
I could only get my contacts lost but not my photos or apps or music
Is there any way to do it wirelessly without connecting it to the laptop ?

How can i reset my laptop to factory settings?

I have had a MacBook since 2009 and its been acting up a lot. My applications are randomly running and i cant view some of my photos. I don't mind losing photos or itunes because i have them on a hard drive. I would like to just restart my entire laptop back to the day when i first turned it on. Help?
