i think Fotor well be your good choice

Add text: Fotor online e allows you to type in bold or italic, use various colors, rotate text and change the opacity or size of your words.

Photoshop Elements - Runs about $79 at Costco. That is what I'd recommend. Once you learn how to use it, you'll have a lot of fun, and be able to take your photography to a whole new level.

If you are talking phone app, I couldn't tell you. However, I've looked at these, and none seem to have the ability you desire.
