What iPhone app allows you to add a colored border?

I always see pictures on Instagram of pictures with white on the sides or orange on the sides instead of the black. When you put a picture on Instagram and it does fit the frame it puts black in the background.. But I want to have it be white. Sorry if this is confusing but I don't know how else to explain it. If you know what I'm talking about then please let me know! Thank you so much!

I have PicStitch, but it has a line in between the 2 pictures. I need an app that let's you adjust the frame or has none at all.
