Just wondering if anyone knows where you can download or an online website that has filters for your photos.. like the ones in the photography apps for your iphone/ipod.. like the bokeh filters and all those really cool filters :)

I think you must be referring to Bokeh(sunspots) effect for photos.
There are many free and paid apps on the App Store for this.
