Some good photo editing apps?

I need some good photo edit apps within the price range of free- $7.00

Specifically, I'm searching for an app that I can blur the background but put writing over the photo. Also one with some cool filters!

What is a good laptop for picture editing?

My parents bought me a Nikon d3100 for my birthday. I take LOADS of pictures with it.
I'm still an amateur photographer though. lol
I want to know what laptop is great for picture editing running Photoshop (Cs6) as well as other
photo editing software. Next year I plan to attend an art school and major in photography
but I want to be all prepared.

FYI: Photoshop CS 6 ranges from $ 700, up to over $ 2000. You, as an amateur photographer, need to learn the basics of photo-editing before you even think about paying that much for a Professional Editing Application.

Start with MS-Paint, built-in to Windows, then, after you master MS-Paint, move up to PaintDOTnet, free from:

Then, after you master PaintDOTnet, try the GIMP (free), or buy Photoshop Elements 11, for about $ 99, it does 90% of what PS CS 6 does. When you need PS CS 6 in school, the school will provide you with it for FREE while in school. You won't have to BUY PS CS 6 until you graduate, and only if you need it.

To answer your question, any modern laptop that can play streaming videos (like on YouTube) can run virtually all photo-editing Apps.
