Does anyone know of a digital photo editing program that can make photos look like drawings?

I have scene Facebook applications that allow you to take a digital photo of a person and make them look like they are hand-drawn sketches. I am trying to find out if any photo editing software like can do that as well. Specifically, I"m trying to find a way to 'simplify' a photo of a person's face to make it look like a sketch that could then be screenprinted onto a t-shirt. Any ideas?? Thanks in advance!

What are some creative free photo editing apps?

I've seen people on Instagram edit their photos very nicely. Like this one girl had a pyramid in front of picture and another girl had that picture of a cat as her head, just like on Adult Swim? Citrify, iPiccy, PicMonkey, Ribbet, Picadilo, Fotor, FotoFlexer or Lunapic are great all round web based and FREE editing tools. Adobe, makers of the expensive Photoshop, has a free website version in Photoshop Express. If you are a former Picnik user than Picmonkey and Ribbet will be your best choices.
