Specifically, I'm searching for an app that I can blur the background but put writing over the photo. Also one with some cool filters!

I always liked seeing pictures and videos in fisheye view vi know they sell lenses you can buy separate but I don't wanna spend that much money cause I don't take too many pictures. So if there are any cool picture taking apps that have a good fisheye lens/view option let me know thanks
