I have iPad. What app is used to blur out the corners of pictures or blur all of the photo except you or make the corners of the picture dark or black. Just any professional photo edit apps. Please and thank you.

You Could try PicMonkey.com it has tones of effects, i think it has an app but not sure if it works the same as on a computer?
