Specifically, I'm searching for an app that I can blur the background but put writing over the photo. Also one with some cool filters!

I want to find an awesome photo editing app! I've already looked for a bunch and none seem to fit my description of a good app. I want one where I can merge photos together and make it look as if there's two people in one picture, but in reality there's only one person. Please give me some good options. At least more than 3. Thank you.
