How do I activate my iPhone 4 without a sim card?

My sister gave me her iPhone 4 cause she got a new one, and I just restored it cause I wanted to get rid of all the photos she had on there and apps and stuff, but when I go to activate it, it says something about a sim card and all. I don't have a sim card nor does my sister or anyone else, cause i just want to use it like an ipod, I'm not going to call anyone or anything. I can't see a skip button or anything on the page either. Could someone help? This is just an iPhone 4. Not an iPhone 4S or anything
P.S I do have wifi at home and I've put the password in, but it goes to 'activating your iphone' then it says there is no sim in the phone.

I would suggest going to the apple store and asking them about this. Their really helpful!

So I have an iPod touch with tons of apps and music and photos, and I was wondering how I could transfer all of that onto my iPhone 4 using iTunes. I have had negative experiences with iTunes before, where it deleted EVERYTHING on my iPod, so I hope that doesn't happen this time.
So, how can I do that? Please explain. Thank you :)
